Exploring Pet Ownership at The Arc Mercer in 2026

The Arc Mercer has begun to work on an innovative initiative that has the potential to redefine what independence can look like in IDD services: a thoughtfully designed pet ownership policy for the consumers the agency supports.


Across the field, pet ownership is rarely addressed in a structured, intentional way. The Arc Mercer is taking a different approach, one that recognizes the powerful role animals can play in emotional well-being, motivation, routine-building, and personal growth. 


For some individuals, the opportunity to care for a pet is not simply companionship, but a meaningful step toward greater independence, confidence, and self-determination.


This initiative represents a major evolution in person-centered support. Rather than assuming limitations, the agency is exploring how responsibility, choice, and real-life expectations can be safely and successfully supported. 


For some individuals, pet ownership may become an achievable goal, one that mirrors the same responsibilities and privileges experienced throughout the broader community.


Because of the significance of this responsibility, the pet ownership policy under development will be intentionally selective and highly structured. Multiple criteria and safeguards will be built into the process to ensure that any situation is truly set up for success. Readiness, environment, financial planning, and the individual’s ability to independently meet an animal’s needs will all be carefully evaluated.


The model being explored is one where consumers take responsibility for the care of their own pets, supported by clear planning, accountability measures, and upfront preparation. This is all about empowering individuals with the tools to live fuller, more independent lives.


By exploring this policy, The Arc Mercer continues to position itself as a forward-thinking leader in the field, willing to take on complex challenges in order to create meaningful, real-world opportunities for the people it supports. This work reflects the agency’s belief that independence is not achieved by limiting possibilities, but by building the right supports to make them achievable.
